1. Visit the Child Welfare Portal to obtain an electronic report
2. Create an individual account. You will need an email address. If you already have an account, skip to direction step #7
3. Click next at the bottom of the page.
4. Create a Keystone ID
5. Complete the fields and click finish.
6. Follow the prompts for creating a password (You will receive 2 emails - 1 with your username & 1 with your password)
7. Return to the Child Welfare Portal and log in using the Individual Login button.
8. Continue through the following prompts. You will be asked to verify your account.
9. Create a permanent password then hit submit.
10. Close the window.
11. Log in using your new Keystone ID and permanent password.
12. Accept terms and conditions at the bottom of the page.
13. Select continue
14. Select the “Create a Clearance Application” box.
15. Read through the instructions and select “begin” at the bottom of the page.
16. Complete the application purpose as shown below.
17. Click next
18. Complete the Applicant Information section. Enter your name, birthday, gender, “yes” for Social Security Number, and email address.
19. Complete the remaining sheets by clicking on the “+” button to add entries, and then complete the fields. Select “next” at the bottom of the page to move through the application.
20. Review the Application Summary page for accuracy, then select Next at the bottom of the page.
21. Type your signature and select next at the bottom of the page.
22. Select NO when asked if your organization provided a payment code for your application. It will then state that your application will be free if you have not received a clearance in 57 months.
23. Submit your application.
24. Select the e-Clearance ID hyperlink (blue font) to view your certification. When the pop-up window opens, please download your certificate.
