Charter Homes, the developer of the massive Meeder mixed-use project at the corner of Rochester Road and Rt. 19, is planning to sell off the apartment component of its plans, which it identifies as Phase Four of the multi-phase development. The buyer is Watermark of Indianapolis, a company that specializes in upscale apartment building. Charter, however, will remain responsible for its implementation. The project’s clubhouse, pool and dog park area will also be integrated into the apartment phase. A nearby series of stand-alone garages for residents was also approved.
