The administration of Cranberry Township’s recreation fee ordinance – a one-time fee paid at the time a new building is erected – will be re-examined as part of the five-year update of Cranberry’s long-range comprehensive plan. The fees, which are currently assessed only on residential buildings, are rooted in a state law which allows communities to collect payments based on the cost of documented needs for maintaining and improving the municipality’s parks and recreational facilities. Alternatively, property owners could dedicate a portion of their land for public recreational use, although the economics of doing so in Cranberry are considered unfavorable. Under the Township’s current ordinance, a fee of $1,050 per dwelling unit is assessed for that purpose. At the Board of Supervisors’ December 5 meeting, planning consultant Tom Comitta explained different ways of analyzing and calculating the fees going forward. A 2014 fee-in-lieu-of-dedication resolution will be presented for the Board’s consideration in January.
